There are a lot of costs to Java development (like upgrading from Struts 1.0 to 1.1 to 1.2 ... etc, etc). To write Java code just for the benefit of the web UI is very costly. CGI or PHP make a lot more sense. I never did any web-facing but I did read the manuals. Yuck.
